NCAT proposes N6.6bn for 2017 operations

The Nigerian College of Aviation Technology (NCAT), Zaria, on Thursday presented a budget of N6.6 billion to the House of Representatives for its operations in 2017.

In the proposal presented to the house Committee on Aviation in Abuja, Rector of the college, Capt. Abdulsalam Muhammed, said that N1.7 billion was earmarked for personnel cost.

He said that N259 million was estimated for overhead cost while N4.7 billion would cater for capital expenditure.

According to Muhammed, the amount in the 2017 budget proposal represented 28 per cent increase over the 2016 budget.

He explained that the increase in capital expenditure vote in the budget accounted for the overall rise in the year’s proposal as against that of the preceding year.

The rector said that the college hoped to generate N2.8 billion which would represent 12 per cent increase over 2016 internally generated revenue.

He told the committee that some of the constraints faced by the college were non-release of funds, high cost of gas, fluctuating foreign exchange rate and insufficient offices.

Others, according to him, include lack of equipment for instrument flight training and runway lights, insufficient instructors, encroachment on college land and security of its premises.

In his remarks, Chairman of the committee, Rep. Onyejeocha Chiduben (Abia-PDP) said that the committee would look into the proposal within 48 hours.

She said that adequate time would be dedicated to examining the proposal before approval to avoid “budget padding”.

The lawmaker said that the committee would approve only the projects that would meet the present demand of Nigerians, adding that the committee would monitor the implementation of budget when approved.

According to her, Nigeria, like many other African countries, must get it right for the benefit of all.
