										<content:encoded><![CDATA[<p><strong><em>The Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Danbatta, says that the present misinformation and misrepresentation of 5G technology has the potential to derail its implementation in the country.</strong></em></p>

<p>Danbatta, represented by Dr Ikechukwu Adinde, Director, Public Affairs of NCC, said this at the opening of a two-day capacity building for members of the Nigeria Information Technology Reporters Association (NITRA), Abuja Chapter, on Tuesday in Abuja.</p>
<p>The programme organised by the NCC, was with the theme: “Capacity Building for Telecom Sector Reporters”.</p>
<p>The executive vice chairman noted that a lot of falsehoods and misinformation had been peddled both on the social media and traditional media outlets, with regard to the health and safety implications of deploying the 5G technology in Nigeria.</p>
<p>He decried a situation where many Nigerians including citizens from other climes, believed that the introduction of the new technology was responsible for the spread of the COVID-19 pandemic.</p>
<p>Danbatta noted that the misconception of the technology was even made worse because many journalists and telecoms consumers lacked sufficient information about the 5G technology.</p>
<p>“The misinformation/misrepresentation of 5G technology has the potential of derailing the launch/implementation of this new technology in our clime.</p>
<p>“Many Nigerians including citizens in more civilised countries were hooked on the notion that the introduction of 5G technology was the reason behind the spread of the novel COVID-19 Pandemic.</p>
<p>“This misconception was even made worse because those saddled with the responsibility of informing, educating and enlightening the average Nigerian telecom consumers were also bereft of the knowledge of this new technology and hitched a ride on the band wagon of doubters.</p>
<p>Danbatta however, underscored the indispensability of 5G technology, adding that its impact would be much greater than the current 4G network.</p>
<p>While listing out the benefits of the new technology, he quoted a recent report by Qualcomm, which predicted that 5G would affect the global economy and drive its growth exponentially.</p>
<p>According to him, 5G’s full economic effect will likely be realized across the globe by 2035, supporting a wide range of industries and potentially enabling up to $13.2 trillion worth of goods and services.</p>
<p>“This impact will be much greater than the current 4G network.</p>
<p>“5G, when fully deployed, will provide increased speed and bandwidth as well as provide deeper coverage to reach people in rural or challenging locations.</p>
<p>“In addition, 5G will provide strong security for the various sectors of government and private organizations.</p>
<p>“Due to its sheer scale and scope, the International Telecommunication Union (ITU) predicts 5G will accelerate the achievements of all the 17 Sustainable Development Goals (SDG’s) from affordable and clean energy to zero hunger,” he said.</p>
<p>The executive vice chairman said that the NCC would ensure that the information reached an average Nigerian timely and accurately.</p>
<p>He also said that the Commission would maintain the training periodically for stakeholders in the media and to support capacity building and other initiatives, which fosterEd closer interaction and build stronger relationship with NITRA.</p>
<p>“This is the reason why training such as this is necessary for members of NITRA who have continued to cover the ICT industry in Nigeria.</p>
<p>“We will ensure that the NCC maintains this training periodically for our crucial stakeholders in the media to ensure that the information that reaches the average Nigerian is accurate and timely.</p>
<p>“It is our duty and responsibility to ensure that whatever we want to introduce to the Nigerian telecoms space is well understood by Nigerians and all those who make use of our telecoms services.</p>
<p>&#8220;The onus is on all of us here today to make sure that we take this training seriously and take advantage of it to expand on our horizons.</p>
<p>“This is very necessary so that when we report events or activities relating to the industry, we are able to translate them into a language that the common man will readily understand.</p>

										<content:encoded><![CDATA[<p><strong><em>The Legislative Advocacy Coalition on Violence Against Women (LACVAW), an NGO, has urged states to effectively adopt and domesticate the Violence Against Persons Prohibition (VAPP) Act, enacted since 2015, to address issues of  Sexual and Gender Based Violence (SGBV).</strong></em></p>

<p>The Coordinator of LACVAW, Eqy Anazonwu, made the call at the closing session of a two-day town hall meeting on data sensitisation in Kuje Area Council of the FCT in Abuja.</p>
<p>Anazonwu said that the town hall meeting was aimed at data gathering from various agencies and stakeholders from Kuje Area Council on their experiences and how they address issues of SGBV in their communities.</p>
<p>She added that LACVAW, a coalition of over 50 civil society organisations, was currently pushing for the implementation of the act in the FCT and advocating its passage in different states of the federation.</p>
<p>“We have members all over the country; we are working to see that the law is effectively implemented because without proper implementation, the law is useless.</p>
<p>“We are working to see that the Act is effectively adopted, domesticated and implemented in the states.</p>
<p>“By implementation, I mean we should start using this law in the law courts, not the penal code because the VAPP Act is more comprehensive than the penal code.</p>
<p>“The penal code still has so many loopholes which we believe is not effective because the crimes committed are even higher now than when the penal code was adopted.”</p>
<p>She mentioned that the law addressed issues of rape, gender violence, domestic violence, as well as specified the role of NAPTIP in caring for victims, prosecuting offenders and rehabilitating survivals.</p>
<p>Anazonwu said that culture, religion and stigma had contributed immensely, whereby victims suffered in silence and not able to speak up on their experiences.</p>
<p>She called on parents and caregivers to listen to their children whenever they report issues on SGBV to them, and they should in turn investigate and report to the appropriate authorities to prevent reoccurrence.</p>
<p>Ezinwa Obiajunwa, the Programme Officer, LACVAW, said about 14 to 17 states adopted the VAPP Act, saying there was need to raise more awareness on the provisions of the law across the country.</p>
<p>“The provision of the VAPP Act differ according to societal issues, but the Act extensively dwelt on rape and listed elements of how one can prove that the person has been raped.</p>
<p>“So we hope that such key provisions are sustained in all the versions of the VAPP Act, passed across the country.”</p>
<p>Obiajunwa said that representatives from various agencies at the meeting would be given a response tool pack on SGBV to use while enlightening the public on the menace.</p>
<p>A participant and representative of Women Friendly Initiative, an NGO, Dr Veronica Gabriel, commended the organisers for sensitising stakeholders from Kuje Area Council on SGBV.</p>
<p>She said “I am excited that the NGO is doing this in the six area councils of the FCT, however, the issue of sexual and gender based violence is at the front burner for everyone of us right now.</p>
<p>“The Sexual Offenders Register introduced by NAPTIP is in the right direction to curtail incidences of rape.</p>
<p>“When you begin to shame perpetrators, they will know that there is need to stop, because nobody will want to see his face on the pages of the sexual offenders register.”</p>

										<content:encoded><![CDATA[<p>Mrs Zainab Ahmed, the Minister of Finance, Budget and National Planning says the implementation of Value Added Tax (VAT) increase from five per cent to 7.5 per cent will take effect from Feb. 1.</p>

<p>Ahmed said this during the inauguration of the Chairman and Board members of the Federal Inland Revenue Service (FIRS) in Abuja on Thursday.</p>
<p>“We planned that going forward, the annual budget will always be accompanied by Finance Bills to enable the realisation of revenue projections.</p>
<p>“Future Finance Bills will therefore, provide us with additional opportunities to incrementally improve the fiscal policy and regulatory and legal environment.</p>
<p>“This is in order to further strengthen our domestic capital market, and ultimately ensure sustained and inclusive growth and development,” she said.</p>
<p>The minister recalled that the Finance Act had also taken care of essential palliatives to support Micro, Small and Medium Enterprises (MSMEs) and mitigate the impact of VAT rate increase on the most vulnerable businesses, communities and citizens in the economy.</p>
<p>While inaugurating the board, the minister urged the new board to ensure steadfastness of the service in meeting non-oil revenue targets to accelerate the nation’s development.</p>
<p>Ahmed said the board was saddled with various responsibilities, including the supervision of the FIRS.</p>
<p>In his remarks, the FIRS Executive Chairman, Mr Muhammad Nami, said the new board had dedicated itself to the task at hand as the nation was looking up to the service, to provide a leeway out of the present economic crunch.</p>
<p>“As a tax administrator and custodian of the Nigerian tax system, we have the responsibility to the nation to implement all tax policies and laws in a manner that would ensure optimal benefits to the nation.”</p>
<p>Nami said FIRS had a duty to strengthen, withstand and overcome the challenges that was ahead of it.</p>
<p>He pledged to rebuild FIRS institutional framework, robust collaboration with stakeholders, build a customer taxpayer centric institution and data centric institution.</p>
<p>He also said the board intended to achieve this through building staff capacity for service delivery and close all lien cases in order to build new enforcement strategies.</p>
<p>It was reported that members of the board are Mr Muhammad Nami, the Executive Chairman of the FIRS, Mr James Ayuba (North-Central), and Mr Ado Danjuma (North-West).</p>
<p>Others are Mr Adam Mohammed (North-East), Mr Ikeme Osakwe (South-East), Mr Adewale Ogunyomade (South-West) and Mr Ehile Aibangbee (South-South).</p>
<p>Also inaugurated were members of boards of Ministries, Departments and Agencies (MDAs) of the Federal Government.</p>
<p>They are Ladidi Mohammed, Attorney-General of the Federation Office and Mr Folashodun Shonubi, Central Bank of Nigeria (CBN).</p>
<p>The membership also includes Hajiya Fatima Hayatu (Ministry of Finance), Mr Samuel Maagebe (Revenue Mobilisation Allocation and Fiscal Commission), and Mr Umar Ajiya (Nigerian National Petroleum Corporation).</p>
<p>Others include DCG Mairo Isah of the Nigeria Customs Servic (NCS) and Mr Garba Abubakar, Registrar-General of the Corporate Affairs Commission (CAC).</p>

										<content:encoded><![CDATA[<p>The Minister of Labour and Employment, Dr Chris Ngige, announced on Thursday that the Federal Government would have to lay off workers to be able to meet a wage bill of N580 billion needed to meet labour’s demand on the new wage.</p>

<p>Ngige told labour leaders in Abuja that the sum was what would be needed by government to pay the consequential adjustments as demanded by labour.</p>
<p>It was reported that the minister’s announcement is the latest in the increasing drama over payment of the new wage.</p>
<p>A Bill for the New Minimum Wage was signed into law by President Muhammadu Buhari on April 18.</p>
<p>Ngige was speaking when the leadership of the United Labour Congress (ULC), paid him a courtesy visit in his office.</p>
<p>Government and labour have been locked in an endless tussle over modalities for the payment of the new wage, long expected by workers.</p>
<p>Ngige said that Federal Government was avoiding a situation where it would have to lay off workers, noting that throwing workers into unemployment would add to their burden.</p>
<p>The minister pleaded with labour to accept the consequential adjustment from levels 7 to 17, adding that government had only three months left to implement the new wage.</p>
<p>He stated that government would not promise labour what it could not pay, noting that no worker deserved to be owed salary.</p>
<p>Ngige disclosed that the Federal Government had so far paid arrears of N500 billion to workers, including the Academic Staff Union of Universities.</p>
<p>He restated that implementation of the new wage had since commenced for workers on grade level 1 to 6, adding that the development had helped those on the lower cadre in the civil service to move up.</p>
<p>It will be recalled that government had told labour unions that it could only pay 9.5 per cent salary raise for employees on grade levels 07 to14 and five per cent for those on grade levels 15 to17.</p>
<p>But labour is demanding 30 per cent raise for officers on grade levels 07 to 14 and 25 per cent for those on grade levels 15-17.</p>
<p>Public sector workers in Nigeria receive some of the lowest pay cheques in the world, although political office holders receive fat salaries, according to analysts.</p>
<p>The President of UCL, Mr Joe Ajaero, appealed for payment of the new wage, stressing that the private sector should also be compelled to pay the N30, 000 minimum wage.</p>
<p>He said there was need to review obsolete laws that were not in tune with present realities, noting that a situation where some private sector employers paid their employees N10, 000 and N15, 000 was unacceptable.</p>

<p>It was reported that the new minimum wage bill, which was signed into law by the president in April, had been stalled over the issue of relativity and consequential adjustment of salaries following deliberations between government and labour.</p>
<p>“The NEC noted with dismay the continued delay by the Federal Government and other tiers of government to implement the new national minimum wage of N30, 000 as recently enacted.</p>
<p>“The NEC emphatically posited that the government can no longer hide under protracted negotiations with workers in the public sector for consequential salary adjustment based on the new national minimum wage to delay the implementation of the new national minimum wage.</p>
<p>“After very vigorous deliberation on the need to immediately implement the national minimum wage, the NEC insists that the payment of the new national minimum wage should commence immediately.’’</p>
<p>On challenges of insecurity, the NEC said that there had been increase in the wave of insecurity in the country, especially due to resurgence in kidnapping for ransom and armed robbery, communal clashes and Boko Haram attacks.</p>
<p>The NEC expressed alarm at the recent confessions of a recently arrested bandit who allegedly disclosed that helicopters drop weapons for criminals, thus suggesting possible collusion between criminal elements and big-time financiers of criminality.</p>
<p>“The NEC also expressed worries over recent upsurge in attacks by Boko Haram terrorists who recently attacked three local governments of Gubio, Magumeri and Konduga in Borno North and the villages of Dille, Lassa, Ngurthlavu, Dagu, Yaffa, Maikadiri, and Kidlindila in Askira/Uba local government area of Borno South.</p>
<p>According to the communiqué, most of the victims of the renewed security breaches in the country are workers and poor citizens, noting with alarm the impact of the rising wave of criminality on the lives of citizens and the socio-economic conditions in the country.</p>
<p>It reiterated that the primary responsibility of government was the security of lives and property, calling on government at all levels to improve in the quality and quantity of policing deployed for the security of citizens and property.</p>
<p>It noted that the NLC had resolved to convene a National Security Summit to dispassionately engage the current challenge of insecurity in Nigeria and proffer sustainable solutions.</p>
<p>NLC said that to this effect, rallies would hold across the country to sensitise government and citizens on the need to address insecurity.</p>
<p>It called on government to further empower the Nigeria Electricity Regulatory Commission (NERC) to prevail upon DISCOs to scrap the practice of estimated billings, enforce relevant laws and guidelines outlawing estimated billings and immediately deploy pre-paid meters to electricity consumers all over the country.</p>
<p>“This would be in line with earlier deadlines given by NERC to DISCOs to supply pre-paid meters to electricity consumers in the country; and</p>
<p>“While rejecting further hike in electricity tariff, the NEC called on the government to make electricity available and affordable.</p>
<p>“It was the conviction of the NEC that continuous hike in electricity tariff and persistent power outages present huge financial burden for businesses thus making goods and services produced in Nigeria not to be competitive as goods cum services produced elsewhere.’’</p>
<p>On the national economy, the NEC also urged government to take adequate steps to develop people oriented socio-economic policies to address endemic poverty and inequality faced by workers and citizens all over the country.</p>
<p>It commended the Federal Government for the executive order mandating that the uniforms used by the military and para-military services, students, prisoners and other persons required to wear uniforms be produced in Nigeria.</p>
<p>“It was the considered view of the NEC that such policy directives go a long way in mobilising support for locally produced goods and ensuring the competitiveness of local industries and manufacturers.’’</p>
<p>The NEC commended the Federal Government for robustly engaging social partners particularly organised labour and the Manufacturers Association of Nigeria, prior to Nigeria’s ratification of the signed African Continental Free Trade Agreement AfCFTA.</p>
<p>It urged the Federal Government to robustly negotiate and finalise the clause on “The Rule of Origin” and “Sensitive Products” to ensure that goods traded within the AfCFTA have significant local content.</p>
<p>“The NEC also implored government to ensure protection of identified sensitive products. This is in order to pre-empt turning Nigeria into a dumping ground.</p>
<p>“We encourage sister trade union centres in Africa to robustly engage their governments on AfCFTA implementation to protect the interest of workers and local economies in the continent.’’</p>
<p>On protection of Civil Liberties including Right to Peaceful Protests, the NEC reiterated the traditional position of congress on the protection of fundamental human rights including the right to freedom of association and right to peaceful protest.</p>
<p>It however urged government security agencies to ensure respect for those rights.</p>

										<content:encoded><![CDATA[<p>The Borno Government says it will key into the Federal Rural Grazing Area (RUGA) to curb farmers/herders clash in the state.</p>

<p>Gov. Babagana Umara, disclosed this to newsmen on Tuesday at the Agricultural Resource Team Farm in Konduga Local Government Area.</p>
<p>Umara said that the scheme was rejected by some states due to misconception of the programme.</p>
<p>“The scheme is to provide a place where farmers and herders will leave in the same place and graze and farm which will reduce or totally eliminate clashes.</p>
<p>“We have identified six different locations we considered safe for the pilot scheme in the state.</p>
<p>“The RUGA scheme is as old as history, is not a new thing. I don’t know why some people are politicising it.</p>
<p>“We are going to provide them with security and other necessary facilities. RUGA settlement will greatly reduce farmers/herders clashes,” the governor said.</p>
<p>Earlier, Malam Musa Kubo, the Chairman, Borno state Agricultural Resource Team, said it had identified Gambole Cattle Range and other game reserves to be used to pilot the RUGA scheme.</p>
<p>“We had a meeting with members of Al Haya, Miyeti Allah, directors from Ministry of Agriculture and other stakeholders and agreed on the identified areas,” he said.</p>
