<p class="yiv9536904501ydp469790afMsoNormal"><span lang="EN-US">Fellow Nigerians,</span></p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpFirst">1.     The 2020 celebration of Democracy Day marks 21 years of uninterrupted civil administration in our dear country. This day provides us an opportunity to reflect on our journey as a nation, our achievements and struggles.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">2.     It is a day to honour our founding fathers who toiled to establish our republic and every Nigerian who has worked tirelessly to sustain it.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">3.     We are celebrating this year’s Democracy Day despite the COVID-19 pandemic which afflicts our nation and the whole world.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">4.     It is indeed a very difficult time for everyone especially those who have lost loved ones to the virus and those whose sources of livelihood have been severely constrained by the stringent measures we introduced at every level of government to contain the virus and save lives.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">5.     The dedication of our health and other essential services staff towards containing this virus is a testament of our courage and resilience as a people and as a great nation, and I use this opportunity to say thank you to all of you for your service to the nation.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">6.     Sustaining our democracy thus far has been a collective struggle, and I congratulate all Nigerians and particularly leaders of our democratic institutions on their resilience and determination to ensure that Nigeria remains a shining example of democracy.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">7.     In my 2019 Democracy Day address, I promised to frontally address the nation’s daunting challenges, especially insecurity, economy and corruption. I therefore find it necessary to give an account of my stewardship on this day.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">8.     We have recorded notable achievements in the course of implementing our nine priority objectives and are establishing a solid foundation for future success.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">9.     On the economic front, our objectives have remained to stabilize the macroeconomy, achieve agricultural and food security, ensure energy sufficiency in power and petroleum products, develop infrastructure, fight corruption and improve governance.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">10.            We have witnessed eleven quarters of consecutive GDP growth since exiting recession. The GDP grew from 1.91% in 2018 to 2.27% in 2019 but declined to 1.87% in the first quarter of 2020 as a result of the decline in global economic activities due to the COVID-19 pandemic.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">11.            Every single economy in the world has suffered a decline. Ours has been relatively moderate.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">12.            In order to stabilize the economy, the Monetary Authority took steps to build the external reserves which resulted in improved liquidity in the foreign exchange market. The external reserves grew from $33.42 billion on April 29<sup>th</sup> 2020 to about $36.00 billion in May, 2020 which is enough to finance seven months of import commitments.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">13.            Agriculture remains the key to our economic diversification strategy. The Presidential Fertilizer Initiative programme continues to deliver significant quantities of affordable and high-quality fertilizers to our farmers. This initiative has also revived 31 blending plants and created a significant number of direct and indirect jobs across the value chain.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">14.            Government is also revamping the cotton, textile and garment sector via a CBN Textile Revival Intervention Fund that would considerably reduce foreign exchange spent on cotton and other textile imports.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">15.            Through the food security initiative, we are promoting “<b><i>Grow What We Eat</i></b>” and “<b><i>Eat What We Grow</i></b>”. I am also delighted that more and more Nigerians are taking advantage of the opportunities in the agriculture and agri-business sector. I assure you that government will continue to support the Agriculture sector through the CBN Anchor Borrowers Programme and similar schemes.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">16.            To protect our farming investments, we have deployed 5,000 Agro-Rangers and employed 30,289 in our para-military agencies.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">17.            We are also integrating rural communities to the formal economy by extending access to credit and inputs to rural farmers and building feeder roads.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">18.            Our efforts on growing non-oil exports have started to yield some results. For instance, in the past year, our revenue from Cocoa and Sesame Seed increased by $79.4 million and $153 million.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">19.            Africa presents a huge opportunity for our export base diversification and we are developing our strategy to grow intra-Africa trade through the Africa Continental Free Trade Area Agreement.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">20.            Nigeria has risen by 25 places on the World Bank’s Ease of Doing Business ranking from 146<sup>th</sup> to 131<sup>st</sup> and is now rated as one of the top ten reforming countries.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">21.            This development is due to the Visa on Arrival policy, consistent promotion of initiatives that expand facilities available to Micro Small and Medium Scale Enterprises, robust electronic registration and payment system, seamless processing of business registration and reduction of cost of registering business by 50%.<u> </u>We are confident that on-going efforts would result in further improvement of this rating.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">22.            We remain committed to expanding our mining sector. To this end, I have directed the resuscitation of the Ajaokuta Steel Plant based on Government-to-Government financing and a Public-Private Sector financing.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">23.            With foreign and domestic investments and the participation of Small Scale Miners, we are harnessing the supply value chain in gold production.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">24.            We would also be launching a fully digitized mineral rights management platform for quick processing of mineral rights application, digitization of records and plugging revenue leakages.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">25.            The Power Sector remains very critical to meeting our industrial development aspirations and we are tackling the challenges that still exist in the delivery of power through different strategies.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpLast">26.            We are executing some critical projects through the Transmission Rehabilitation and Expansion Programme including the:</p>
<p class="yiv9536904501ydp469790afDefault"><span lang="EN-US">a.     </span><span lang="EN-US">Alaoji to Onitsha, Delta Power Station to Benin and Kaduna to Kano;</span></p>
<p class="yiv9536904501ydp469790afDefault"><span lang="EN-US">b.     </span><span lang="EN-US">330kv DC 62km line between Birnin Kebbi and Kamba</span>;</p>
<p class="yiv9536904501ydp469790afDefault"><span lang="EN-US">c.     </span><span lang="EN-US">Lagos/Ogun Transmission Infrastructure Project</span>;</p>
<p class="yiv9536904501ydp469790afDefault"><span lang="EN-US">d.     </span><span lang="EN-US">Abuja Transmission Ring Scheme</span>;<span lang="EN-US"> and</span></p>
<p class="yiv9536904501ydp469790afDefault"><span lang="EN-US">e.     </span><span lang="EN-US">Northern Corridor Transmission Project.</span></p>
<p class="yiv9536904501ydp469790afDefault">27.            Our agreement with Siemens will transmit and distribute a total of 11,000 Megawatts by 2023, to serve our electricity needs.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">28.            On transportation, another critical sector to improving our economic competitiveness, we are growing the stock and quality of our road, rail, air and water transport infrastructure.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">29.            Through the SUKUK-Funded Road Projects, a total of 412km of the targeted 643km road projects have been completed, representing 64%.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">30.            The Presidential Infrastructure Development Fund projects are also progressing very well. On the 2<sup>nd</sup> Niger Bridge, piling work has been completed and the approach roads are being constructed. 48% of work on this bridge has been achieved. We have constructed 102km of the 376km Abuja – Kaduna – Kano Road, representing 38%, and the 42.9km Obajana – Kabba Road is 87.03% complete.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">31.            Furthermore, the Federal Roads Maintenance Agency has completed routine maintenance on over 4,000km of federal roads out of the 5,000km targeted.<b></b></p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">32.            We are extending and upgrading our railway network too. We are introducing more locomotives, coaches and wagons for the Abuja-Kaduna Rail Line. The Central Ajaokuta – Itakpe – Warri Line has been completed and is being extended from Itakpe to Abuja on one end and from Warri Town to Warri Port on the other.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">33.            The Lagos-Ibadan Rail Line is 90% completed and would be extended to the Lagos Port which would help address the long-standing grid-lock at the Apapa port.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">34.            The Kano – Maradi Single Track Standard Gauge Railway, Coastal Railway Project and Port Harcourt – Maiduguri Standard Gauge Railway, with its associated branch lines running through the South Eastern and Gombe States, industrial park and Bonny Deep Sea Port are all ready for concessioning.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">35.            Government continues to make investments in the Aviation sector to position it as a travel and trade hub in West Africa and the wider African continent.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">36.            Airport Terminals in Abuja, Lagos, Kano and Port Harcourt are being expanded, while the rehabilitation of the Enugu Airport is almost completed. All our airports are being raised to international standards with the provision of necessary equipment, especially navigational aids, to guarantee world class safety standards.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">37.            For the first time in over ten years, Nigeria is conducting bidding process for 57 Marginal Oil Fields to increase revenue and increase the participation of Nigerian companies in oil and exploration and production business.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">38.            We continue to grow local content in other areas of the oil and gas sector with the disbursement of funds from the $200 million Nigerian Content Intervention Fund to indigenous manufacturers and service providers.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">39.            With sustained engagement of youths, opinion leaders and other stakeholders, we have restored peace in the Niger Delta Region and maintained our oil production levels.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">40.            The Head office of the Niger Delta Development Commission will be commissioned shortly. The Funding of sections I–IV of the East-West Road shall be pursued with a view to completing the project by the end of 2021.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">41.            Furthermore, I am determined to ensure that development meant for the people of the Niger Delta get to them so I have authorised a Forensic Audit of the Niger Delta Development Commission.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">42.            Digital Economy continues to play an important role in our development agenda as we move into the age of Artificial Intelligence.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">43.            Since the creation of the Ministry of Communication and Digital Economy, the National Digital Economy Policy and Strategy has been launched. Steps have been taken to achieve a reduction of connectivity cluster gaps from 207 to 114 as well as increase the level of 4G coverage by 30%.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">44.            Nigeria remains committed to expanding access to quality education to enhance the productivity of its citizens and would continue to pursue the enforcement of free and compulsory basic education for the first 9 years of schooling.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">45.            In pursuit of this, we have launched the Better Education Service Delivery for All in 17 states, established additional 6 Federal Science and Technical Colleges and currently executing a pro-active Teacher Training Plan with all states of the Federation.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">46.            In our revision of the operations of specialized education funds and to implement reforms that would optimize their benefits to the sector, we have adopted a Public-Private Sector Partnership for provision of infrastructure and also collaborate with the private sector to create jobs.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">47.            Our pursuit of affordable housing for the low and middle-income earners has received a boost with the delivery of 1,200 housing units, provision of 520 service plots with infrastructure through a Public Private Sector partnership and the issuance of 868 mortgages totaling N7.7 Billion. Similarly, Home Renovation Loans totaling N16.2 Billion have been granted to 19,210 people.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">48.            To enable sustainable access to safe and sufficient water to meet the social, cultural, environmental and economic development needs of all Nigerians, we continue to expand our water supply, irrigation and dam facilities.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">49.            The Completion of Amauzari, Amla Otukpo and other 42 Earth Dams with combined job creation of about 43,354 direct jobs and 71,172 indirect jobs, would provide more support for irrigation agriculture and water supply.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">50.            To further institutionalize our effort in this regard, I signed the Executive Order 009 on Ending Open Defecation in Nigeria.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">51.            In order to improve our forest cover and in fulfilment of my commitment at the 74<sup>th</sup> Session of the United Nations General Assembly in 2019, we have commenced the planting of 25 million trees. This initiative will also contribute to our effort to mitigate the effect of climate change.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">52.            In the area of security, we remain unshaken in our resolve to protect our national infrastructure including on-shore and off-shore oil installations, secure our territorial waters and end piracy in the Gulf of Guinea.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">53.            Ending insurgency, banditry and other forms of criminality across the nation is being accorded appropriate priorities and the men and women of the Armed Forces of Nigeria have considerably downgraded such threats across all geo-political zones.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">54.            All the Local Governments that were taken over by the Boko Haram insurgents in Borno, Yobe and Adamawa have long been recovered and are now occupied by indigenes of these areas who were hitherto forced to seek a living in areas far from their ancestral homes.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">55.            The total collapse of the economies of these areas, which constituted a threat to our food security, has also been reversed with the gradual recovery of farming and other economic activities.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">56.            I <b>regret</b> recent sporadic incidents with tragic loss of lives in Katsina and Borno States as a result of criminals taking advantage of COVID-19 restrictions. Security Agencies will pursue the perpetrators and bring them to swift justice.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">57.            I must implore state and local governments to revamp their intelligence assets so that the Security Agencies can nip in the bud any planned attacks in remote rural areas. I send my heartfelt condolences to all the relatives and communities affected.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">58.            As part of the strengthening of our internal security architecture, the Ministry of Police Affairs was created.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">59.            Amongst others, Government has expanded the National Command and Control Centre to nineteen states of the federation, resuscitated the National Public Security Communication System and commenced the implementation of the Community Policing Strategy.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">60.            Government has similarly established a Nigerian Police Trust Fund as a public-private sector vehicle for alternative sources of funding security activities.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">61.            To reduce security challenges through our external borders especially smuggling of oil products out of the country, inflow of small arms and drugs into the country and equally protect our local manufacturers, we introduced operation “Ex-Swift Response” closing our borders from August 20th 2019, and have considerably succeeded in meeting its objectives as well as improving our national revenue.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">62.            Our Government has continued to work to reduce social and economic inequality through targeted social investment programmes, education, technology and improved information.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">63.            Our Social Investment Programme has continued to be a model to other nations and has engaged 549,500 N-Power beneficiaries, 408,682 beneficiaries of the Conditional Cash Transfer Programme and 2,238,334 beneficiaries of the Growth Enhancement and Empowerment Programme. This is being done in collaboration with the States.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">64.            Similarly, “Marketmoni” and “Tradermoni” Programmes have provided affordable loans to small and micro scale enterprises to grow their businesses. Under the National Home-Grown School Feeding Programme, over 9,963,729 children are being fed to keep them in school and improve their nutritional status.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">65.            Fellow Nigerians, the year 2020 has been like none other. In January 2020, the COVID-19 was declared a global pandemic by the World Health Organization. The number of global infections has risen from less than 8,000 shared between China and eighteen other countries to over 7million spread over 216 countries and on all continents.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">66.            Nigeria recorded its first case of COVID-19 on February 27th 2020 and within the first 100 days, I have had cause to address the nation on three occasions within one month, which underscores the gravity of this pandemic.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">67.            There is no doubt that this pandemic has affected the global economy and all known socio-economic systems. It has also brought grief and pain to families that have lost their loved ones. Like many Nigerians, I feel the grief and pain not only as your President but also as someone who has lost a close member of my staff and some relatives and friends.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">68.            In order to have a robust National response, I approved a Presidential Task Force on COVID-19 to provide guidance and leadership in tackling the pandemic nationwide.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">69.            State Governments also constituted their own COVID-19 Task Forces.  Complementing this was the establishment of a National Emergency Operations Centre responsible for providing technical and professional guidance in the National Response.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">70.            The overall objective of the PTF COVID-19 is to ensure that the pandemic does not overwhelm our health systems, while ensuring that we maintain an effective Case Management System to help in containing the spread of the virus.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">71.            The impact of the pandemic has disrupted our economic system and to ensure its functioning while still addressing the spread, the Federal Government put in place a number of various non-pharmaceutical measures to slow down the spread of the virus, in addition to a progressive re-opening of the economy.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">72.            As part of the strategy to create jobs in reducing the effect of COVID-19 on our youths, I directed the employment of 774, 000 Nigerians. These youths will be engaged in Special Public Works Programme aimed at cushioning the effects of economic downturn. Each of the 774 local government areas in the country will be allotted 1,000 slots. I am pleased to report that this programme has commenced.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">73.            I receive regular briefing from the PTF on COVID-19.  I note that the National Response relies on Science, Data and Experience in taking decisions. This informed my approval for the ease of lock down phase to ensure a balance between lives and livelihoods.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">74.            I am confident that the steps being taken by the PTF would result in flattening the COVID-19 curve. I, therefore, implore all Nigerians to abide by the approved guidelines and protocols. There is hope for us all if we take individual and collective responsibility.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">75.            Government is determined to turn this COVID-19 challenge into a motivation to action by building a nation-wide public health care system that will help us overcome the COVID-19 pandemic and prepare for any future outbreak.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">76.            Already, we have begun to look inward and I charge our inventors, researchers and scientists to come up with solutions to cure COVID-19.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">77.            Government has continued to implement accountability and transparent policies through the Open Government Partnership and the transparency portal on financial transactions. Similarly, we have strengthened auditing and accountability mechanisms so as to ensure that rules and regulations are followed strictly.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">78.            Anti-Corruption Agencies have secured more than 1,400 convictions and also recovered funds in excess of N800 billion. These monies are being ploughed into development and infrastructure projects.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">79.            The Public Service of Nigeria remains the bedrock for the formulation and implementation of policies, programmes and projects in the country. This accounts for why it continues to evolve especially as new socio-economic challenges emerge for Government to address.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">80.            I will continue to give all the necessary support for the on-going reforms designed to return discipline, integrity and patriotism as the hallmark of the public service.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">81.            In the face of dwindling resources and rising cost of governance, I have authorized that the White Paper on the Rationalisation of Government Parastatals and Agencies be reviewed for implementation.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">82.            Our youth population remains a source of strength in achieving development objectives. In this regard, we would continue to concentrate in developing their skills, providing them with opportunities to express their entrepreneurial, research and industrial capacities as well as ample opportunity to take leadership positions in the service of the nation.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">83.            The commitment of this Administration to the well-being of people living with disabilities remains unwavering. Government recognises their contributions to development. I have directed that all relevant Government agencies pay special attention to the peculiarities of persons with disabilities in the formulation and implementation of their policies and programmes, and where suitable their employment.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">84.            Nigerian women remain a particular treasure to this nation and for this reason this Administration has continued to give them a place of pride in the affairs of our country.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">85.            I salute your courage, enterprise and resilience as well as your contributions to national development. I wish to assure all our women of this administration’s determination to fight Gender Based Violence through the instrumentality of the law and awareness creation. I am particularly upset at recent incidents of rape especially of very young girls. The Police are pursuing these cases with a view to bringing perpetrators of these heinous crimes to swift justice.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">86.             Government continues to recognize and harness the power of the media for positive development. The reforms of the broadcast and advertising industries including digital switch over and continuous engagement through town hall meetings remain central to accurate and credible information dissemination.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">87.            Our culture provides the basis for our existence as a people and a nation. In preserving iconic aspects of our national culture, this government has been pursuing the recovery of artefacts removed from Nigeria, promoting heritage sites and festivals and working towards designating some of our heritage sites as UNESCO World Heritage Centres.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">88.            This administration is focused on ensuring that Nigeria would always be governed by the Rule of Law and I would do my utmost to uphold the constitution and protect the lives and property of all Nigerians.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">89.            Government has initiated a number of policies and programmes designed to promote the legal rights of Nigerians, facilitate the institutionalization of a responsive legal system, provide support to all constituted bodies in implementing their mandates and improve our custodial system of justice.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">90.            The National Assembly has been an important partner in our quest to sustain our democracy and achieve our development objectives.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">91.            I therefore greatly thank the leadership and members of the Senate and the House of Representatives for their invaluable support at all times.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">92.            I will also like to convey our deep appreciation to members of the Press for your doggedness in the struggle for attainment of democracy since the beginning of our nationhood.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">93.             I must admit that the relationship between the media and successive governments has not always been perfect. But there is no denying the fact that you have been an effective watchdog for the society especially in holding public officers to account. It is sad that in the course of securing our democracy, some of your colleagues have had to pay a heavy price.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">94.            We will continue to guarantee freedom of the Press as we place high premium on responsible journalism that is devoid of hate speech, fake news and other unethical professional conduct.</p>
<p class="yiv9536904501ydp469790afMsoListParagraphCxSpMiddle">95.            Fellow Nigerians, as we celebrate this year’s Democracy Day, let us remember that, notwithstanding our aspirations, humanity and indeed democracy is under the threat of COVID-19. Nigeria has survived many crises before and came out stronger. I am confident that by God’s grace we shall overcome this one and emerge stronger and more purposeful.</p>

<p>Over the last few days I have received extensive briefings on the state of the nation as it relates to the Covid-19 pandemic, from the relevant Federal Government agencies as well as the Lagos State Government.</p>
<p>Accordingly, I approved the following:</p>
<p>The immediate release of a 10 billion Naira grant to Lagos State, which remains the epicentre of the Covid-19 outbreak in Nigeria. This grant will enable Lagos State increase its capacity to control and contain the outbreak, while also supporting other States with capacity building.</p>
<p>The immediate release of a 5 billion Naira special intervention fund to the Nigeria Center for Disease Control (NCDC) to equip, expand and provide personnel to its facilities and laboratories across the country.</p>
<p>The Nigerian Air Force is already making its fleet available to the Presidential Task Force on Covid-19, to enable a better coordinated and more effective response across the country.</p>
<p>To protect our homeland from external exposure, I directed the immediate closure of our International Airports and Land Borders for four weeks in the first instance, to enable us put up the appropriate policies, processes and infrastructure to cope with suspected and confirmed cases at home, without risking a compounding of the situation with more imported cases.</p>
<p>The inconvenience caused by these flight and travel restrictions to our fellow citizens abroad who want to return home is regrettable, but it is necessary for the greater good, and I thank you all for your understanding and cooperation.</p>
<p>I have also directed that only cargo vessels that have been at sea for more than 14 days be allowed to dock in our ports, after the crew have been tested and confirmed disease-free by the Port Health Authorities. This 14-day restriction however does not apply to vessels carrying oil and gas products as by their nature, there is minimal human contact.</p>
<p>We have also suspended the movement of commuter trains to limit the spread of the virus to other parts of the country.</p>
<p>I have directed the NCDC to draft all its recent retirees back into service to beef up our manpower as we respond to the pandemic.</p>
<p>Furthermore, all NCDC staff and experts who are away on training or international assignments are to return immediately. Already the Nigerian Air Force (NAF) are conducting an evacuation mission to bring back some of our specialists in Central Africa, to enable them support the national response.</p>
<p>I commend the monetary policy authorities for their financial intervention to support our entrepreneurs and companies as we go through this difficult time. We are also looking at fiscal measures to minimise the negative impact of this pandemic on the livelihood of millions of Nigerians.</p>
<p>As you are aware we have begun the process of reviewing the federal budget. We shall communicate our fiscal interventions once the budget review process is concluded.</p>
<p>In the meantime, I have directed the Minister of Industry, Trade and Investment, to work with the Manufacturers Association of Nigeria, to ensure that all production of essential items such as food, medical and pharmaceutical products continues unhindered.</p>
<p>We are engaging our international friends and partners to share knowledge and to seek their support in our response to the pandemic. We are grateful for the show of support thus far – we have already started receiving goods and supplies intended to help us scale up our efforts.</p>
<p>Let me specially thank and commend all of the hard and heroic work being done by our medical personnel, the NCDC, Port Health Authorities, Security Agencies, State Governments, and all ad-hoc staff and volunteers.</p>
<p>I urge all Nigerians to be mindful of those among us who seek to spread panic and misinformation, and sow confusion at this time. We must all pay attention only to the relevant government agencies working day and night to make accurate and useful information available to the public.</p>
<p>I will also ask all of us to strictly obey all public health guidelines and instructions issued by the Federal and State health authorities, regarding personal hygiene and social distancing. These guidelines will be updated from time to time as new information and treatments are obtained.</p>
<p>In the meantime, I want to assure all Nigerians, that the Federal Government remains committed to protecting all Nigerians. We seek your full support and cooperation as we go through this very difficult time. Together we will triumph over this pandemic.</p>

<p class="yiv2362468478MsoNormal">2.      Twenty years ago, a democratically elected government took over from the military in a historic transfer of political power for our country.</p>
<p class="yiv2362468478MsoNormal">3.      Today, we are privileged to mark the longest period of unbroken democratic leadership and 5<sup>th</sup> peaceful transfer of power from one democratically elected government to another in Nigeria.</p>
<p class="yiv2362468478MsoNormal">4.      Throughout the last four years, I respected the independence of INEC. I ensured that INEC got all the resources it needed for independent and impartial management of elections in the country.</p>
<p class="yiv2362468478MsoNormal">5.      All interested parties are agreed that the recent elections, which except for pockets of unrest, were free, fair and peaceful.</p>
<p class="yiv2362468478MsoNormal">6.      I thank all the people who worked for our party, who campaigned and who voted for us. I thank my fellow Nigerians, who, since 2003 have consistently voted for me.</p>
<p class="yiv2362468478MsoNormal">7.      Victory is your greatest reward; peace, unity and greater prosperity will be our collective legacy.</p>
<p class="yiv2362468478MsoNormal">Your Excellencies, Fellow Nigerians,</p>
<p class="yiv2362468478MsoNormal">8.      I and Nigerians collectively must give adequate thanks to our Armed Forces, Police and other law enforcing agencies for working round the clock to protect us by putting themselves in harm’s way and defending our values and protecting our future.</p>
<p class="yiv2362468478MsoNormal">9.      Terrorism and insecurity are worldwide phenomena and even the best policed countries are experiencing increasing incidents of unrest and are finding things hard to cope.</p>
<p class="yiv2362468478MsoNormal">10.    The principal thrust of this new Administration is to consolidate on the achievements of the last four years, correct the lapses inevitable in all human endeavors and tackle the new challenges the country is faced with and chart a bold plan for transforming Nigeria.</p>
<p class="yiv2362468478MsoNormal">11.     Fellow Nigerians, I have had the privilege of free education from Primary school to Staff College to War College.</p>
<p class="yiv2362468478MsoNormal">12.    I received my formative education in Katsina and Kaduna and my higher education in England, India and the United States.</p>
<p class="yiv2362468478MsoNormal">13.    I have worked and served in Kaduna, Lagos, Abeokuta, Makurdi, Port Harcourt, Maiduguri, Ibadan, Jos and finally here in Abuja. Throughout my adult life, I have been a public servant. I have no other career but public service. I know no service but public service.</p>
<p class="yiv2362468478MsoNormal">14.    I was involved at close quarters in the struggle to keep Nigeria one. I can therefore do no more than dedicate the rest of my life to work for the unity of Nigeria and upliftment of Nigerians.</p>
<p class="yiv2362468478MsoNormal">15.    In 2002-2003 campaigns and elections, I travelled by road to 34 of the 36 states of the Federation. This year I travelled by air to all 36 states of the Federation.</p>
<p class="yiv2362468478MsoNormal">16.    Before and during my time in the Armed Forces and in government, I have interacted with Nigerians of all ages and persuasions and different shades of opinion over a period of more than fifty years.</p>
<p class="yiv2362468478MsoNormal">17.    And my firm belief is that our people above all want to live in peace and harmony with their fellow Nigerians. They desire opportunity to better themselves in a safe environment.</p>
<p class="yiv2362468478MsoNormal">18.    Most of the instances of inter-communal and inter-religious strife and violence were and are still as a result of sponsorship or incitements by ethnic, political or religious leaders hoping to benefit by exploiting our divisions and fault lines, thereby weakening our country.</p>
<p class="yiv2362468478MsoNormal">19.    And our country Nigeria is a great country. According to United Nations estimates, our population will rise to 411 million by 2050, making us the third most populous nation on earth behind only China and India.</p>
<p class="yiv2362468478MsoNormal">20.   We have water, arable land, forests, oil and gas and vast quantities of solid minerals. We are blessed with an equable climate. However, the bulk of our real wealth lies in Agriculture, Livestock, Forestry and Mining. We possess all the ingredients of a major economic power on the world stage.</p>
<p class="yiv2362468478MsoNormal">21.    What we require is the will to get our acts together. And our strength is in our people – our youth, our culture, our resilience, our ability to succeed despite the odds.</p>
<p class="yiv2362468478MsoNormal">22.    A huge responsibility therefore rests on this and succeeding Administrations to develop, harness and fulfil our enormous potential into a force to be reckoned with globally.</p>
<p class="yiv2362468478MsoNormal">23.    Thus far, we Nigerians can be proud of our history since Independence in 1960. We have contributed to UN peace-keeping responsibilities all over the world; we have stabilized Liberia, Sierra Leone, Ivory Coast and two years ago we prevented the Gambia from degenerating into anarchy.</p>
<p class="yiv2362468478MsoNormal">24.    Without Nigerian influence and resources, the liberation of Angola, Mozambique, Namibia, Zimbabwe and ultimately South Africa would have come at greater cost. This fact had been attested by none other than the late Nelson Mandela himself.</p>
<p class="yiv2362468478MsoNormal">25.    Elsewhere, Nigeria is the Big Brother to our neighbours. We are the shock-absorber of the West African sub-region, the bulwark of ECOWAS and Lake Chad Basin Commission. We can therefore be proud to be Nigerians. We must continue to be Good Neighbours and Good Global Citizens.</p>
<p class="yiv2362468478MsoNormal">26.    At home, we have been successful in forging a nation from different ethnicities and language groups: our evolution and integration into one nation continues apace.</p>
<p class="yiv2362468478MsoNormal">27.    When, therefore we came to office in 2015 after a decade of struggle we identified three cardinal and existential challenges our country faced and made them our campaign focus, namely security, economy and fighting corruption.</p>
<p class="yiv2362468478MsoNormal">28.   None but the most partisan will dispute that in the last four years we have made solid progress in addressing these challenges.</p>
<p class="yiv2362468478MsoNormal">29.    When I took the oath of office on 29 May 2015, insecurity reigned. Apart from occupying 18 local governments in the North East, Boko Haram could at will attack any city including the Federal Capital, could threaten any institution including bombing the United Nations building and Police Headquarters in Abuja.</p>
<p class="yiv2362468478MsoNormal">30.   Admittedly, some of the challenges still remain in kidnappings and banditry in some rural areas. The great difference between 2015 and today is that we are meeting these challenges with much greater support to the security forces in terms of money, equipment and improved local intelligence. We are meeting these challenges with superior strategy, firepower and resolve.</p>
<p class="yiv2362468478MsoNormal">31.    In face of these challenges, our Government elected by the people in 2015 and re-elected in March has been mapping out policies, measures and laws to maintain our unity and at the same time lift the bulk of our people out of poverty and onto the road to prosperity.</p>
<p class="yiv2362468478MsoNormal">32.    This task is by no means unattainable. China has done it. India has done it. Indonesia has done it. Nigeria can do it. These are all countries characterized by huge burdens of population.</p>
<p class="yiv2362468478MsoNormal">33.    China and Indonesia succeeded under authoritarian regimes. India succeeded in a democratic setting. We can do it.</p>
<p class="yiv2362468478MsoNormal">34.    With leadership and a sense of purpose, we can lift 100 million Nigerians out of poverty in 10 years.</p>
<p class="yiv2362468478MsoNormal">35.    Following the 60 percent drop in oil prices between 2015 and 2016, through monetary and fiscal measures, we stimulated economic growth, curbed inflation and shored up our external reserves.</p>
<p class="yiv2362468478MsoNormal">36.    We now have witnessed 8 quarters of positive growth in the economy and our GDP is expected to grow by 2.7 percent this year.</p>
<p class="yiv2362468478MsoNormal">37.    Furthermore, our external reserves have risen to $45 billion enough to finance over 9 months of current import commitments.</p>
<p class="yiv2362468478MsoNormal">38.   This Administration is laying the foundation and taking bold steps in transforming our country and liberating our people from the shackles of poverty.</p>
<p class="yiv2362468478MsoNormal">39.    First, we will take steps to integrate rural economies to the national economic “grid” by extending access to small-scale credits and inputs to rural farmers, credit to rural micro-businesses and opening up many critical feeder roads.</p>
<p class="yiv2362468478MsoNormal">40.   Secondly, for small-scale enterprises in towns and cities, we shall expand facilities currently available so that we continue to encourage and support domestic production of basic goods and reduce our reliance of imported goods as I will outline later.</p>
<p class="yiv2362468478MsoNormal">41.    For the next four years, we will remain committed to improving the lives of people by consolidating efforts to address these key issues as well as emerging challenges of climate change, resettling displaced communities and dealing decisively with the new flashes of insecurity across the country, and the impacts on food scarcity and regional stability.</p>
<p class="yiv2362468478MsoNormal">42.    We are not daunted by the enormity of the tasks ahead. Instead, we are revived by this new mandate to work collaboratively with State and Local Governments, Legislators, the Diplomatic Corps and all Nigerians to rebuild and reposition our country as the heartbeat and reference point for our continent.</p>
<p class="yiv2362468478MsoNormal">43.    Fellow Nigerians, Your Excellencies, Ladies &amp; Gentlemen:</p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">a.          </span><span lang="EN-US">Despite the enormous resources pledged to infrastructure development these past four years, there remains the urgent need to modernize our roads and bridges, electricity grid, ports and rail systems.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">b.          </span><span lang="EN-US">Whilst agriculture and industrial output have recovered since the recession, we are more committed than ever to work with the private sector to improve productivity and accelerate economic growth.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">c.           </span><span lang="EN-US">The Manufacturing Purchasing Managers Index which is the gauge of manufacturing activity in the country has also risen for 26 consecutive months since March 2017 indicating continuous growth and expansion in our manufacturing sector.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">d.          </span><span lang="EN-US">It still takes too long for goods to clear at our seaports and the roads leading to them are congested. It still takes too long for routine and regulatory approvals to be secured. These issues affect our productivity and we are committed to addressing them permanently.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US"> </span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">e.           </span><span lang="EN-US">Our Government will continue work to reduce social and economic inequality through targeted social investment programs, education, technology and improved information.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">f.            </span><span lang="EN-US">Our social intervention programs are a model for other nations. Together with state governments, we provide millions of school children with meals in primary schools, micro loans to traders and entrepreneurs, skills and knowledge acquisition support to graduates and of course, conditional cash transfers to the poorest and most vulnerable in our society.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">g.          </span><span lang="EN-US">A database of poor and vulnerable households is being carefully built based on age, gender, disability, educational levels for proper planning in this Administration’s war against poverty.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">h.         </span><span lang="EN-US">A database of unemployed but qualified youth has also been developed under the National Social Investment Programme which can be used by the public and private sectors for recruitment purposes. Cumulatively, nearly 2 million beneficiaries have received aid under this Programme apart from Anchors Borrowers Programme and School Feeding initiative each reaching 2 million recipients. And we will do more. Much more. </span></p>
<p class="yiv2362468478MsoNormal">44.    Fellow Nigerians, Your Excellencies, Ladies &amp; Gentlemen, we know that there exists a strong correlation between economic inequality and insecurity.</p>
<p class="yiv2362468478MsoNormal">45.    When economic inequality rises, insecurity rises. But when we actively reduce inequality through investments in social and hard infrastructure, insecurity reduces.</p>
<p class="yiv2362468478MsoNormal">46.    The disturbing increase in rates of kidnapping, banditry and other criminal activities can be attributed to the decades of neglect and corruption in social investment, infrastructure development, education and healthcare.</p>
<p class="yiv2362468478MsoNormal">47.    This issue is further compounded by the impact of our changing climate and ecology.</p>
<p class="yiv2362468478MsoNormal">48.   The ECOWAS and Sahel regions, starting from Chad all the way to Mali, are also experiencing adverse impacts of drought and desertification, which have triggered waves of human displacement; conflicts between farmers and herdsmen; terrorism; and a fundamental socio-economic change to our way of life.</p>
<p class="yiv2362468478MsoNormal">49.    These issues are regional and not unique to Nigeria alone. The problems call for increased regional and international cooperation in developing a sustainable solution.</p>
<p class="yiv2362468478MsoNormal">50.    As Chairman of ECOWAS, I will be hosting a regional security summit of heads of states in the Sahel to develop a Joint Strategy to continue our efforts in addressing these issues.</p>
<p class="yiv2362468478MsoNormal">51.    Fellow Nigerians, Your Excellencies, Ladies &amp; Gentlemen, at the heart of inequality and insecurity, is pervasive corruption. When we took office we realised that if you fight corruption, corruption will fight back – and we have seen this at all levels.</p>
<p class="yiv2362468478MsoNormal">52.    For Nigeria to progress, a collective resolution to address corruption and foster broad-based prosperity is required to create a country that is not only for a few privileged, but for all Nigerians.</p>
<p class="yiv2362468478MsoNormal">53.    This charge is not only to Civil Servants, Ministers, Legislators and State Government functionaries, but also to Corporate leaders.</p>
<p class="yiv2362468478MsoNormal">54.    We shall make greater investments in our rural economies. We shall aggressively source locally our raw materials.</p>
<p class="yiv2362468478MsoNormal">55.    We have incentives for investments specifically made in rural communities.</p>
<p class="yiv2362468478MsoNormal">56.    However, nationwide development cannot occur from Abuja alone; it must occur at States. And Government cannot do it alone.</p>
<p class="yiv2362468478MsoNormal">57.    I therefore implore all State Governments, especially those with large rural economies, to aggressively solicit investments in your states. Invest in developing human capital, reducing bureaucracy and corruption, hosting and attending investment summits and improving the ease of doing business.</p>
<p class="yiv2362468478MsoNormal">58.    At this point, I would like to express my sincere gratitude to the entrepreneurs, investors and venture capitalists who have built or are building agro-processing projects; petrochemical plants; crude oil and solid mineral refineries; energy exploration; software development projects; telecom infrastructure; health, education and manufacturing projects; and the like, across our country.</p>
<p class="yiv2362468478MsoNormal">59.    I would like to make special mention to promoters of our small businesses that are proudly making goods and services for export and for local consumption. The Nigerian economy rises and falls on the strength of your investments and productivity.</p>
<p class="yiv2362468478MsoNormal">60.   We will continue to listen to your ideas and plans not just about how we can secure more investment, but how your plans can help create a more equitable economy.</p>
<p class="yiv2362468478MsoNormal">61.    I also thank the labour unions, farmer groups and associations, organized private sector and the civil society organisations for their support and cooperation with our government these last four years.</p>
<p class="yiv2362468478MsoNormal">62.    We will continue to count on your support, guidance and understanding during the next four years.</p>
<p class="yiv2362468478MsoNormal">63.    I especially thank our traditional leaders and congratulate re-elected and newly elected State Governors and members of the National Assembly. Our Government will continue to count on your support so that we can together move our country forward.</p>
<p class="yiv2362468478MsoNormal">64.    Fellow Nigerians, Your Highnesses, Your Excellencies, Ladies &amp; Gentlemen, despite the challenges over the last four years, my optimism about Nigeria’s future is unshaken and Nigeria’s role in the world as an emerging economic force is without a doubt.</p>
<p class="yiv2362468478MsoNormal">65.    Over the next four years, we are committed to assembling a strong team of Nigerians, and allies, to implement our transformative plans and proposals.</p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">a.       </span><span lang="EN-US">We will see significant focus, resource and, where necessary reform, in tertiary and technical education to reposition Nigeria’s workforce for the modern technological age.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">b.       </span><span lang="EN-US">We will accelerate investments in primary, secondary and tertiary healthcare programs, interventions and infrastructure as well as in upgrading of our medical personnel to stem the flight of our best trained people.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">c.        </span><span lang="EN-US">On food security, our farmers have made great strides in local production of rice, maize, cassava, poultry, fertilizer, fisheries and sesame. We remain resolute in supporting private sector in emphasizing backward integration and export expansion plans.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">d.       </span><span lang="EN-US">Felling of trees to provide energy for domestic use is taking its toll on our rain forests, our ecology and our climate. Accordingly, we are taking steps to harness cleaner and more sustainable sources of electricity. We export over 2 million tons of cooking gas, yet we consume less than half a million tons.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">e.       </span><span lang="EN-US">We will work to address this issue and support rural communities with challenges of safely switching from firewood to cooking gas.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">f.         </span><span lang="EN-US">Dedicated agro-industrial processing zones will be developed on a PPP basis to increase farming yields, agricultural productivity and industrial output.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">g.       </span><span lang="EN-US">Over 2,000 kilometers of ongoing Federal road and bridge projects across the country will be completed to reduce journey times and the cost of doing business. As I mentioned earlier, critical feeder roads will be built to facilitate easier transportation for people and goods from rural areas to major roads.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">h.      </span><span lang="EN-US">We are at advanced stages of securing investments to modernize and expand our transmission and distribution infrastructure, ensuring that electricity is available and affordable for all Nigerians.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">i.         </span><span lang="EN-US">Several rail, seaport and airport projects are at various stages of completion. We will open the arteries of transportation nationwide.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">j.         </span><span lang="EN-US">It is a fact that Nigeria has more gas reserves than it has oil. Over the last four years, we have become a net exporter of urea, which is made from natural gas. We invite investors to develop more natural gas-based petrochemical projects.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">k.       </span><span lang="EN-US">Fellow Nigerians, This Government will not tolerate actions by any individual or groups of individuals who seek to attack our way of life or those who seek to corruptly enrich themselves at the expense of the rest of us. We will crack down on those who incite ordinary innocent people to violence and unrest.</span></p>
<p class="yiv2362468478gmail-MsoListParagraph"><span lang="EN-US">l.         </span><span lang="EN-US">We will ensure that such actions are met with the strong arm of the law. </span></p>
<p class="yiv2362468478MsoNormal">66.    Nation building takes time. But we must take solace in the knowledge that this country, our country, has everything we require to make Nigeria prosper.</p>
<p class="yiv2362468478MsoNormal">67.    Fellow Nigerians, Your Highnesses, Your Excellencies, Ladies and Gentlemen, I invite you to join me in this journey of rebuilding our nation.</p>
<p class="yiv2362468478MsoNormal">68.   Our focus will not be to help the privileged few but to ensure that Nigeria works for Nigerians of all persuasions. That is a more just arrangement.</p>
<p class="yiv2362468478MsoNormal">69.    As we all know, correcting injustice is a pre-requisite for peace and unity. As part of the process of healing and reconciliation, I approved the recognition of June 12 as Democracy Day and invested the late Chief M.K.O. Abiola and Babagana Kingibe with National Honours, as I did with the late Chief Gani Fawehinmi. The purpose was to partially atone for the previous damage done in annulling the Presidential elections of that year.</p>
<p class="yiv2362468478MsoNormal">70.    Today, I propose the re-naming of the Abuja National Stadium. Henceforth it will be called MOSHOOD ABIOLA NATIONAL STADIUM.</p>
<p class="yiv2362468478MsoNormal">71.    In my first term, we put Nigeria back on its feet. We are working again despite a difficult environment in oil on which we depend too much for our exports. We encountered huge resistance from vested interests who do not want CHANGE, But CHANGE has come, we now must move to the NEXT LEVEL.</p>
<p class="yiv2362468478MsoNormal">72.    By the Grace of God, I intend to keep the oath I have made today and to serve as President for all Nigerians.</p>
<p class="yiv2362468478MsoNormal">73.    I thank you for attending this august occasion from far and near, and for all your best wishes to me, to our party and to Nigeria.</p>
<p class="yiv2362468478MsoNormal">74.    God bless us all, and God bless the Federal Republic of Nigeria.</p>
