South African Government on Monday formally apologised to Nigerians and the Nigerian Government over recent xenophobic attacks on foreign nationals including Nigerians in that country.

President Cyril Ramaphosa’s Special Envoy to Nigeria, Mr Jeff Radebe, conveyed the apology when he met with President Muhammadu Buhari at the Presidential Villa, Abuja, on Monday.

Addressing State House correspondents after the closed door meeting with the Nigerian leader, Radebe said President Ramaphosa had already directed the law enforcement agencies to apprehend all those involved in the attacks.

Radebe, who is South Africa’s Minister of Energy, said over 50 suspects had so far been apprehended in connection with the xenophobic violence which erupted in some parts of South Africa.

“We met a short while ago with President Muhammadu Buhari to convey our President Ramaphosa’s sincerest apologies about the incidents that have recently transpired in South Africa.

“Those incidents do not represent what we stand for as constitutional democracy in South Africa and the President has apologized for these incidents and he has also instructed law enforcement agencies to leave no stone unturned so that all those involved must be brought to book so that the rule of laws must prevail in South Africa,’’ he said.

President Ramaphosa, according to the envoy, said Nigeria and South Africa must continue to play a critical role in rebuilding of Africa to attain the Agenda 2063.

President Buhari had in the wake of the xenophobic attacks by South Africans against foreigners including Nigerians, sent Amb. Ahmed Abubakar, Director-General, National Intelligence Agency (NIA), as his Special Envoy to South Africa.

The President, who received the Report of the NIA boss on Sept. 9, ordered for the immediate evacuation of all Nigerians who are willing to return home from South Africa following the xenophobic attacks on foreign nationals.

It was reported that the Management of Air Peace in collaboration with the Federal Government had on Sept. 11 evacuated 187 Nigerians from South Africa while another set of 320 Nigerians would be evacuated from that country on Tuesday.

President Ramaphosa was on Saturday during the funeral of the former Zimbabwean leader, Robert Mugabe, reported to have apologized for the attacks on foreign nationals in his country.

The Nigerian Mission in South Africa says no fewer than 400 Nigerians have indicated interest and registered to be evacuated from South Africa following the recent xenophobic attacks.

Nigeria’s Consul General in Johannesburg, Godwin Adama, said this in a telephone interview with our reporter on Sunday in Abuja.

Adama noted that Air Peace had offered to airlift those willing to return home sequel to the attacks on Nigerians and their businesses by South Africans.

According to him, the first batch of Nigerians who are willing to return home will be repatriated on Wednesday.

“We have more than enough for that aircraft. Over 400 Nigerians have already registered; more are still coming,’’ he said.

The Nigerian High Commissioner to South Africa, Kabiru Bala, also said that Nigerians had responded positively in good numbers.

Bala said that the mission was equally responding to the needs of those willing to return, especially those who had issues with their documents.

“We are documenting them. Those without travel documents, we shall provide them with Emergency Travel Certificates.

“There are other governmental procedures that we must observe. Relevant agencies of government in Nigeria must be informed and must be ready to receive the returnees.

“Hard work is now going on at the High Commission and Consulate in this regard. As soon as all procedures and relevant protocols are observed, the return is assured and guaranteed.

“A little more patience will be helpful. The response of Nigerians is just amazing,’’ Bala said.

President, Nigeria Citizens Association, South Africa (NICASA), Ben Okoli, said all efforts were geared towards evacuation of those who were ready to come back home.

Okoli said the figure of those ready to come was in hundreds as many had lost their means of livelihood and had nothing to fall back on.

“The Consulate is sorting out the issue of documents. Nigerians are being registered and issued with the necessary travel documents to enable them make the trip to Lagos.

“Some lost their passports in their homes and businesses from the fire that gutted it, while others had their documents and properties stolen by the locals,’’ he said.

The association, he said, was still pushing ahead with the demand for compensation as there was sufficient evidence available to them that the attacks were premeditated and orchestrated.

He also noted that normalcy was gradually returning, stressing that there was no longer tension, or violence against any set of people.

“The violence and hostility have ceased. Many Nigerians were, however, affected by the crisis and lots have been highly distressed with nothing to fall back on.

“So, some of those affected have decided to call it quits and go back to Nigeria.

“Presently, we are collating the data of Nigerians that are to be evacuated back to Nigeria.

“We have it on good record that the first batch will be leaving on Wednesday.’’

He commended President Muhammadu Buhari’s effort in sending a special envoy to South Africa.

Okoli said that the move was able to boost the morale of the Nigerian community to go about their normal businesses without fear of molestation or attacks.

“We have actually regained some strength knowing that our government is backing and supporting us, especially at this time.

“So we are no longer afraid because we believe that so long we are doing the right thing, the lawful thing, we have nothing to fear.

“We want to thank President Buhari for the steps he has taken. The special envoy did come to us and pushed the case of Nigerians. We are very grateful and thank him for what he has done so far,’’ he said

Okoli also commended the Management of Air Peace for offering to airlift Nigerians home and urged the airline to endeavour to airlift all Nigerians who were ready to return come home.

The General Overseer of the Redeemed Christian Church of God (RCCG), Pastor Enoch Adeboye, has appealed to Nigerians not to engage in reprisal attacks against South-Africans following the violence which trailed the wave of xenophobia in South Africa.

Adeboye made the appeal in his sermon on Friday night at the September Holy Ghost Service at the Redemption Camp on the Lagos-Ibadan Expressway.

Adeboye stated that an average South-African is a decent person.

He likened the situation in South-Africa to the period of unrest in Nigerian universities in which only a handful of students usually engaged in trouble making.

According to the popular cleric, bringing Nigerians back home is not the solution to the problem.

He urged Nigerians to allow the government handle the issue.

“Let us leave this job to the government. Let them solve this problem at the governmental level.

“Pray for them that God will give them wisdom, understanding and ability to do it,” he said.

There was an overwhelming support for Adeboye’s appeal when he called for a voice vote on the matter.

South Africa’s President Cyril Ramaphosa on Thursday said that at least 10 persons have been killed, two of them foreigners, in a wave of riots and attacks.

The president said this in a televised address in Johannesburg.

“Over the past few days, our country has been deeply traumatised and troubled by acts of violence and criminality directed against foreign nationals and our own citizens,” Ramaphosa said.

“People have lost their lives, families have been traumatised … We know that at least 10 people have been killed in the violence. Two of whom were foreign nationals.”

South African police arrested more than 80 people and confirmed five deaths as riots in Johannesburg and the capital Pretoria intensified on Tuesday, spreading to surrounding townships with roving groups attacking mainly foreign-owned shops.

The latest wave of unrest in South Africa has raised fears of a recurrence of violence aimed at foreigners in 2015 in which at least seven people were killed.

Before that, some 60 people were killed in a wave of unrest around the country in 2008.

Police have yet to pinpoint what triggered the violence, which began on Sunday when protesters armed with makeshift weapons roamed the streets of Pretoria’s business district pelting shops with rocks and petrol bombs and running off with goods.

High unemployment and widespread poverty have been cited as possible triggers for the recent disturbances and attacks on immigrants, but some officials say the riots might be the work of criminal syndicates.

“We can’t rule out pure criminality of criminals using a sensitive situation where there are real grievances on issues of unemployment and foreign nationals,” police minister Bheki Cele said.

Cele confirmed five people had been killed in the three days of rioting, but did not give further details on the circumstances or on arrests.

The Premier of Gauteng province, David Makhura, said during an inspection of the damage in Alexandra that there was a “xenophobic sentiment” underlying the attacks.

Ramaphosa condemned the violence, saying in a video posted on Twitter that “attacking businesses run by foreign nationals is totally unacceptable”.

Immigration to South Africa from across the continent and from parts of southeast Asia picked up in the early 1990s, spurred by the end of apartheid rule and the economic boom that followed.

On Wednesday, UN Secretary-General António  Guterres has “strongly condemned” the renewed wave of “acts of violence” against foreigners and their property in parts of South Africa.

“We strongly condemn the acts of violence that have been reported in different provinces in South Africa, including attacks against foreigners and the destruction of their property.

“He has also noted Ramaphosa’s call for strengthening accountability in line with democratic values enshrined in South Africa’s constitution.

“The Secretary General urges all political leaders to clearly and openly reject the use of violence,” he said.

But the UN Chief’s spokesman also avoided the xenophobia tag, choosing rather to describe the attacks as “acts of violence”.

UN Secretary-General António  Guterres has “strongly condemned” the renewed wave of “acts of violence” against foreigners and their property in parts of South Africa.

Guterres’ message was conveyed by his spokesman, Mr Stéphane Dujarric, at a news briefing at the UN headquarters in New York on Wednesday while responding to our correspondent’s question that sought the Secretary General’s reaction to the situation.

“We strongly condemn the acts of violence that have been reported in different provinces in South Africa, including attacks against foreigners and the destruction of their property.

“The Secretary General has also very much noted President Cyril Ramaphosa’s unequivocal condemnation of that violence.

“He has also noted Ramaphosa’s call for strengthening accountability in line with democratic values enshrined in South Africa’s constitution.

“The Secretary General urges all political leaders to clearly and openly reject the use of violence,” he said.

Our correspondent’s question had particularly sought his comments on the refusal of the South African government to recognise the attacks as xenophobic, blaming criminality instead.

The government’s attitude, in addition to a “deliberate” failure by security agencies to prevent the attacks, is fueling allegations of subtle official backing of the perpetrators.

But the UN Chief’s spokesman also avoided the xenophobia tag, choosing rather to describe the attacks as “acts of violence”.

The last few days have seen a resurgence of xenophobic violence by South African mobs against foreign nationals, their property and businesses in parts of the country.

Many Nigerians and their assets have been targeted, triggering retaliatory attacks against South Africa-linked businesses in parts of Lagos, Ibadan, Uyo and Abuja.

A diplomatic row is imminent between both countries with the Nigerian government announcing on Wednesday that it had drawn ‘a red line’ with South Africa over the xenophobic attacks.

Making the announcement, Nigeria’s Minister of Foreign Affairs, Mr Geoffrey Onyeama, told State House corespondents that the Federal Government was considering recalling its High Commissioner to South Africa for consultations.

Onyeama said a final decision would be taken after the Special Envoy sent to South Africa returned and presented his report.

The Ministry of Foreign Affairs has announced that Air Peace Airline would commence the evacuation of Nigerians in South Africa from Sept. 6, following recent attacks on Nigerians in that country.

Mr Ferdinand Nwonye, Spokesperson for the Ministry, made this known in a statement on Wednesday in Abuja.

Nwonye said that Mr Allen Onyema, Proprietor of Air Peace Airline, volunteered to send an aircraft from Friday, Sept. 6, to evacuate Nigerians who wish to return free of charge.

“The Ministry of Foreign Affairs wishes to inform the general public that following the recent xenophobic attack on foreign nationals, including Nigerians in South Africa, the Proprietor of Air Peace Airlines, has volunteered to send an aircraft to evacuate Nigerians.

“The general public is hereby advised to inform their relatives in South Africa to take advantage of this laudable gesture.

“Interested Nigerians are therefore advised to liaise with the High Commission of Nigeria in Pretoria and the Consulate General of Nigeria in Johannesburg for further necessary arrangement,” the statement stated.

It was reported that following the recent Xenophobic attack on Nigerians in South Africa on Sunday, several Nigerians have been left stranded and seeking refuge.

The intervention from Air Peace Airline is therefore a ray of hope for many Nigerians seeking to return home to safety.

The Federal Government on Wednesday dismissed media reports that Nigerians were being killed in South Africa, saying only their properties and those of other nationals were being destroyed following the Xenophobic attacks in that country.

The Minister of Foreign Affairs, Mr Geoffrey Onyeama, stated this when he addressed State House correspondents after a closed doors with President Muhammadu Buhari at the Presidential Villa, Abuja.

Onyeama regretted that the reports had distorted the situation and impacted on the federal government response on the incident.

“Of course a lot of things have been circulating in social media which have not helped matters. Some of them have really distorted the situation and because of that have impacted in our response.

“So, number one is that the information we have from the High Commission, from the Consul General in South Africa is that no Nigerian life has been lost during this crisis.

“And I think that is very important because on social media, there is a lot of stories going around of Nigerians being killed, jumping off buildings and being burnt. This is not the case.

“What we know is that premises, shops of Nigerians have been looted and property destroyed,’’ he said.

According to Onyeama, a red line has been drawn between Nigeria and South Africa over the lingering attacks, noting that African countries have built consensus against the attacks.

“We want to assure all Nigerians that this government is determined, that red line has been drawn and that we will not cave in on this occasion.

“The South African government has to assume its responsibilities and protect Nigerians in South Africa and we have to hold them to account and they have to do that as well as pay full compensation,’’ he added.

The minister confirmed that the Ambassador of Nigeria to South Africa would soon be recalled for consultation, adding ““Enough is enough – we are going to address it once and for all this time. This is the position of government.’’

MTN sales outlets across Lagos State remained shut following attacks by hoodlums on Tuesday while reacting to xenophobic attacks on Nigerians and nationals of other nations in South Africa.

Our correspondent who visited some outlets in Lagos, reports that the shops were deserted with few people clearing and carrying out repairs as a result of damage by the hoodlums.

An MTN officer who spoke to NAN on condition of anonymity said the decision to lock up the outlet was to prevent further attacks on South African companies.

Some customers at the Surulere sales outlets expressed, however, mixed feelings on the attack and damage on MTN offices.

Kunle Adigun, a banker, said the attack on MTN outlets was not the solution to the xenophobia going on in South Africa.

“We sincerely do not support xenophobic attacks on our brothers in South Africa but this is not the best solution.

“Unfortunately, most property destroyed in South Africa belong to Nigerians, Nigerian government should take strong actions against that country,” he said.

Juliet James, a subscriber of the mobile network, expressed dismay about the way Nigerians were being treated in South Africa.

“I am very upset about the treatment lashed on Nigerians in South Africa, it is high time our government took action and because of this, I have decided to stop using MTN.

“I am porting to a Nigerian service provider; I have broken my sim and will not have any business with anything from South Africa,” she said.

It was reported that MTN conveyed the information to the public via text messages on Wednesday, that its offices remained shut to all of its customers in the country.

The company, however, gave an option for customers to reach MTN via Twitter, MtNonline.com, chat or call centre by dialing 180.

Vice President Yemi Osinbajo says attacks on Nigerians in South Africa are absolutely unacceptable, reckless and unreasonable.

Osinbajo’s spokesman, Laolu Akande, in a statement in Abuja, quoted the vice president while fielding questions from reporters on Tuesday in Kano on the xenophobic attacks against Nigerians in South Africa.

The vice president said the violence was reckless, unfortunate, and against the ideals South African leaders fought for.

Osinbajo recalled the role Nigeria played in pulling down apartheid in South Africa.

According to him, the recent attacks are condemnable.

“It is very sad and very unfortunate that the lives and livelihoods of Nigerians living in South Africa are once again being destroyed with such wantonness and with such carelessness and recklessness.

“It is unfortunate because Nigeria and Nigerians invested a great deal in the pulling down of apartheid.

“Besides, these acts of bigotry are entirely contrary to the very ideals that all the great South African leaders, including the present president fought for, and for which many gave their lives.

“President Muhammadu Buhari has already spoken about this; and obviously we are very concerned and certainly intend to take this up with the authorities in South Africa in order to ensure that this sort of thing does not repeat itself.

”This is absolutely unacceptable and unconscionable,” he said.

Valuable items were allegedly looted from M$G, Affordable Boutique and other shops inside Shoprite Mall in Surulere, Lagos State, on Tuesday night by some suspected social miscreants.

Our correspondent had initially reported that some youths had staged a protest around Surulere Shoprite Mall, MTN and Multichoice companies.

It was meant to condemn the recent and latest attacks on some Nigerians and their properties by some South Africans in their country.

It was reported that these companies’ parent companies are owned by South Africans.

Our correspondent could not ascertain the monetary value of items stolen during the raid by the suspected hoodlums as at the time of filing this report.

It was reported that the youth had on Tuesday evening threatened to attack the Shoprite Mall, MTN and Multi-choices offices in the area but they were prevented by the police personnel from Surulere Police Station that were drafted there.

It was also reported that the managements of some of the companies had closed early for the day when they received information that some hoodlums were planning to attack them.

The shop owners were not available to appeal to the miscreants while they were looting the shops.

A policeman who begged for anonymity told our correspondent that the looted shops belonged to Nigerians

Our correspondent, however observed that the security personnel from the Surulere Police Division tried to quell the irate youths and maintain law and order but this later broke down hours later.

The angry mob capitalised on the handful security personnel on ground and broke into the mall to ultimately loot.

However, the security personnel called for reinforcement that dispersed the youth by spraying tear gas into the atmosphere.
